Dechy drubbed Czech Iveta Benesova 6-3, 6-2 to advance, while the 17-year-old Golovin gave way to Chinese Shuai Peng 6-4, 3-6, 7-5 at Ligue d'Alsace de Tennis.
The upsets continued when Poland's Marta Domachowska dismissed fifth-seeded Japanese Ai Sugiyama 6-2, 6-7 (7-9), 7-5; Spaniard Anabel Medina Garrigues grounded seventh-seeded American Amy Frazier 4-6, 6-3, 6-2; and Stephanie Cohen-Aloro got past eighth-seeded Argentine Paola Suarez via walkover when Suarez withdrew due to a left adductor strain.
Sixth-seeded Croat Karolina Sprem avoided the upset bug by defeating Chinese Jie Zheng 6-4, 6-3.
In other second-round play, Russian Vera Douchevina dropped France's Emilie Loit 6-3, 6-1 and Madagascar's Dally Randriantefy topped Ukrainian Julia Vakulenko 6-3, 6-4.
Thursday's quarterfinals will pit Dechy against Cohen-Aloro in an all-French affair, Sprem versus Randriantefy, Douchevina against Medina Garrigues and Domachowska versus Peng.
This week's winner will pocket $27,000.
